With the CDM Regulations the government introduced
legislation to increase the safety procedures
on construction sites to make them safer places
to work. This legislation is primarily to protect
people, but has the added advantage of reducing
the enormous cost to the industry in lost time
and personal injury claims.
The legislation imposes statutory obligations
on clients as well as designers and contractors.
The complex process of successfully coordinating
health and safety issues requires the services
of a Planning Supervisor. The role of the Planning
Supervisor is to manage the health and safety
design issues of the project during the design
stage (and construction stage where further design
issues arise) culminating in a Pre-Construction
Health & Safety Plan to be included with the
invitation to tender documentation.
The successful Contractor/Principal Contractor
will then assume responsibility for the management
of all health & safety during the construction
phase. His first duty is to prepare a Construction
Stage Health & Safety Plan for consideration
and endorsement by the Planning Supervisor. Only
then will site Operations be permitted to commence.
At handover of the completed project, the Client
will receive a Health & Safety File from the
Planning Supervisor which will enable safe operation,
maintenance and future alteration/extension or
indeed demolition of the building.
Services offered to clients include the following:
- NI10 Notification of projects to Health &
Safety Executive (HSE)
- Assessments of competency of designers applying
for inclusion on tender lists
- Co-ordination of designers to encourage health
and safety awareness and identify impacts arising
from the existing site environment and/or design
decisions. These will be mitigated, managed
out or identified as residual through a Risk
Assessment Process.
- Preparation of the Pre-Construction Health
& Safety Plan
- Assessment of competency of contractors applying
for inclusion on tender lists
- Appraisal of the Principal Contractor’s
Construction Stage Health & Safety Plan
- Audit of Principal Contractor’s Health
& Safety documentation during the construction
phase
- Co-ordination of preparation of the Health
& Safety File and delivery to the client
on project completion and handover.
